Q28. How do we measure results under PPBS?
To measure results we need to account for outputs and impacts. And to do so, we would need to identify performance indicators to measure them. Performance indicators are yardsticks by which the performance of a programme or an activity – physical and financial – is measured. The figure below illustrates the types of performance indicators to measure outputs.

For example, to measure the yearly performance of a training institute, among the indicators of performance would be:
· The number of participants trained.
· The amount of research conducted.
· The achievement of the objectives of the courses conducted as evaluated by participants.
· The number of publications and papers published both abroad and locally.
· Percentage of courses that have been conducted on schedule.
Once we assign targets or quantify the planned levels of performance against these indicators, we would be able to assess the performance of the training institution.
Additionally, we measure results by assessing how much of the objectives of an organisation have been achieved as a result of the outputs – goods and services – produced. This is impact or outcomes assessment. Unlike outputs measurement - which is for a shorter term (usually for a year) - impact assessment is usually done over on a longer term extending beyond a year. It would require an in-depth evaluation of the performance of a program or activity.
