FREQUENTLY ASKED QUESTIONS (FAQ) ON THE PROGRAM AND PERFORMANCE BUDGETING SYSTEM (PPBS)
By August 2003 the PPBS would have been implemented in the
Ministry of Planning just over a year. We have made
progress and, in the process, gathered experience and goodwill on PPBS.
Among
the milestones are:

Development of a program and activity structure
to match resources with performance;
·
Development of a program budget for all the
activities identified in the program structure;
·
Clarification of goals, clients, problems/needs
addressed by an activity in the program structure;
·
Development of alternative strategies and the
choice of the best strategy to solve the problem;
·
Development of performance indicators, target
setting and performance reporting;
·
On-going communication and skills development on
PPBS;
·
Dissemination of information on the system via
the MOP web site; and
·
Development of a culture of performance.
Progress has been encouraging due in part to the
general goodwill for this reform. Senior
management commitment to this reform has been largely instrumental in the system
obtaining support among lower management levels.
